Rules & Policies
White River FanCon is sponsored by the Friends of the Independence County Library. This event is designed to be a safe and comfortable place for all members of the public.
Attendees are expected to respect the rights of other attendees and staff members. These policies protect the rights and safety of everyone and preserve library materials, facilities, and property.
General Rules
Required Legal & Safety
- Any activity prohibited by local, state, or federal law is prohibited
- No disruptive or unsafe behavior, including interfering with staff
- No obstructing or intimidating anyone
- No entering marked non-public areas without staff permission
- No loud, abusive, threatening, or insulting language
Prohibited Conduct
- Sexual misconduct of any kind is strictly prohibited
- No activities that may result in injury to anyone
- No challenging others to fight or engaging in fights
- No behavior that is willfully annoying, harassing, or threatening
- No theft of library / convention materials or personal property
- No vandalism or deliberate destruction of property
Weapons & Cosplay
Weapons Policy
Real weapons are strictly prohibited. Cosplay weapons are allowed but must be clearly marked as faux weapons and bonded by staff.
Dress Code & Content Standards
Appropriate Attire
- Appropriate clothes must be worn at all times (including cosplay)
- Breasts of any gender must be covered by appropriate standards
- Buttocks of any gender must be completely covered
- All clothing must meet PG rating standards
Materials & Products
- All items displayed must meet PG rating standards
- Vendors may sell mature items but cannot publicly display them
- Mature items may only be sold to appropriately aged parties
Prohibited Items & Activities
Substances & Items
- No alcohol, cigarettes, or illegal substances
- No eating / drinking except in designated areas
- No animals except service dogs
Transportation & Equipment
- No bicycles, shopping carts, or large wheeled conveyances
- Wheelchairs and strollers permitted for transport only
- Skates, skateboards, and scooters must be carried
Children & Supervision
Personal Responsibility
Health & Hygiene
- Individuals with hygiene issues that interfere with others' enjoyment may be asked to leave
- This includes clothing odor, body odor, and lice
Personal Property
- The convention is not responsible for lost, stolen, or damaged personal items
- Attendees participate at their own risk
How We Keep It Fun
Policy Enforcement
Verbal Warning First
You'll get a warning. If the behavior continues, it means removal from the event.
Immediate Removal
Immediate removal from the convention and/or police involvement.
Who Enforces
Convention staff (identified by their shirts), security staff, and law enforcement are authorized to enforce these policies.
These rules are guidelines for maintaining a safe, family-friendly environment. Convention staff reserve the right to take appropriate action against any behavior deemed offensive or dangerous to attendees and staff.
